Many users have asked if it’s possible to move the Proper Menubar so that it appears above the address bar in the browser interface. Unfortunately, this is not possible due to technical limitations.

The Proper Menubar is designed to be displayed within the website content area, which is located below the address bar. This restriction is not a bug or oversight—rather, it stems from the fact that modern web browsers do not provide an API (Application Programming Interface) that would allow extensions or add-ons to modify or overlay elements above the address bar.
The address bar is part of the browser’s native user interface, which is tightly controlled for security and consistency reasons. As a result, any interface elements created by browser extensions, like the Proper Menubar, are limited to the space within the webpage content view. Therefore, you will only see the Proper Menubar appear just below the address bar, inside the area where web pages are rendered.
Until browsers decide to open up more of the UI for customization through APIs, this behavior will remain unchanged.
